Where Do I Start a Home Remodel in San Diego? The Order of Decisions

The five decisions to make in order before a San Diego remodel: budget band, scope, permits, who designs and builds, and the sequence of floors and cabinets.

The short answer

Start with a budget band, not a wish list. Swell publishes $35,000 to $95,000 for a full kitchen remodel and $25,000 to $70,000 or more for a bathroom in San Diego for 2026. Then fix the scope, learn which permit path applies, choose design-build or separate design and construction, and sequence floors and cabinets.

Budget bands
Kitchen $35,000 to $95,000; bathroom $25,000 to $70,000+ (Swell's 2026 planning ranges)
Contingency
10 to 20 percent, the common guidance in San Diego remodel guides
Permit
None for cosmetic work; no-plan permit for a same-footprint kitchen or bath; plan check for moved walls or added fixtures
Deposit
$1,000 or 10 percent of the contract, whichever is less (CSLB)

Decision one: pick the budget band

Every other decision follows the money, so set the band first. Swell publishes $35,000 to $95,000 as the 2026 planning range for a full kitchen remodel in San Diego and $25,000 to $70,000 or more for a full bathroom, both confirmed in a written estimate after a free in-home visit. A number below the band means a refresh in the same layout, which is a different project.

Hold a contingency on top. San Diego remodel guides published in 2026 repeat 10 to 20 percent as common guidance, with older homes toward the top. Keep it in your own account.

Decision two: name the scope tier

Scope moves a kitchen from one end of the band to the other. A refresh keeps the layout and swaps surfaces. A mid-range remodel replaces cabinets, counters and flooring in the same footprint. A full remodel moves walls, plumbing or gas, and that is where cost, permits and time step up together. Write the tier down before you collect bids; two estimates cannot be compared until both describe the same tier.

Decision three: learn the permit path

In the City of San Diego, paint, flooring, counters and cabinets in the same place need no building permit. A kitchen or bath remodel with no framing changes and no added fixtures can use a no-plan permit. Moving a wall, adding a sink or changing structure goes to plan check. Carlsbad, Encinitas, Coronado and the County run their own departments, so confirm the parcel's jurisdiction first.

Decision four: one team or two

Design-build puts design and construction under one contract, so the drawings are priced by the people who will build them. Hiring an architect first and bidding the finished drawings gives more design independence and a longer road to a price. For kitchens, baths and most whole-home work, design-build reaches a committed number sooner; for a second story or a historic property, an independent architect can be the right call.

Decision five: sequence the floors and cabinets

Floors and cabinets set each other's heights, so decide them together and early. Cabinets are the longest-lead item; Swell builds frameless cabinets in its own San Diego workshop with about three weeks of production after approved drawings, and Tidal Flooring handles the floor under the same contract. Hardwood under the cabinets gives a continuous floor and freedom to change the layout later; flooring laid after the cabinets uses less material but can trap a dishwasher behind a raised floor.

What to bring to the first meeting

A short list makes the first conversation about scope instead of guesswork.

  • ◆Photos and rough measurements of every room in scope.
  • ◆The budget band you can live with, plus the contingency.
  • ◆The tier: refresh, same-footprint remodel, or layout change.
  • ◆HOA rules, and whether the house is in the Coastal Overlay Zone or more than 45 years old.

Questions homeowners ask

How much should I budget for a remodel in San Diego?

Plan on $35,000 to $95,000 for a full kitchen and $25,000 to $70,000 or more for a full bathroom, Swell's published 2026 planning ranges, plus a 10 to 20 percent contingency. A refresh in the same layout lands below those bands. The written estimate after a free in-home visit replaces the band with a number.

Should I pick a contractor or a designer first?

Pick the delivery model first. Design-build means one firm does both and prices the design as it develops; the separate route means an architect first, then bids on finished drawings. If you already have an architect, a design-build firm can price and build from those drawings.

Do I need a permit to remodel in San Diego?

Not for cosmetic work such as paint, flooring, counters and same-place cabinets in the City of San Diego. Plumbing, electrical and mechanical changes need a permit, often a no-plan permit when nothing structural changes. Moved walls or added fixtures go to plan check. Other cities and the County set their own rules.

How much deposit can a contractor ask for in California?

No more than $1,000 or 10 percent of the contract price, whichever is less, under CSLB rules, and payments after that only for work done or materials delivered. A contractor asking for half up front is asking you to break the rule.
